Israil Asaliyev is a senior executive with over 20 years of leadership experience across construction materials, mining, chemicals, and other industrial businesses, with a strong focus on strategy, operational transformation, and long-term value creation in resource-based sectors.
He is a Member of the Board of Directors of Norm, the largest integrated cement producer in the South Caucasus, combining raw materials mining, clinker production, cement manufacturing, and logistics.
Mr. Asaliyev currently serves as Head of Industry & Mining at NEQSOL Holding, where he is responsible for defining and executing the strategy of the Holding’s industrial and mining businesses, as well as leading M&A initiatives aimed at portfolio expansion and value creation.
He is also a Member of the Board of Directors of UMCC Titanium, one of the world’s leading producers of titanium concentrates, active across mining, and industrial processing. Additionally, Mr. Asaliyev is the Founding Director of the Azerbaijan Cement Producers Association, the member of the Global Cement and Concrete Association.
Prior to joining NEQSOL Holding, Mr. Asaliyev served as Deputy CEO of Gilan Industrial Group, a diversified group operating in construction materials, mining, chemicals, and textile. During this period, he also led the development of Mingachevir Industrial Park, successfully bringing two greenfield industrial plants from concept to full operation.
He later held the position of General Director of AAC Construction Materials, the largest producer of autoclaved aerated concrete, lime products, and washed quartz sand in Azerbaijan, that combines raw materials mining, industrial manufacturing, and processing.
From 2003 to 2011, Mr. Asaliyev was active in management and IT consulting through a local consulting company he founded, while also working in international technical assistance as Head of U.S. and EU-funded programs in Azerbaijan, delivering nationwide digital development and capacity-building initiatives.
Mr. Asaliyev earned a Master’s degree in 2001 from Azerbaijan State Oil and Industry University, a long-established and internationally recognized institution specializing in oil, gas, and extractive-industry education. His master’s dissertation focused on the organization of technical service management in extraction enterprises. His undergraduate studies included extensive coursework in geology, drilling of wells, and reserves exploitation, alongside economics and production organization.
He is among the first PMI-certified Project Management Professionals (PMP) in Azerbaijan (since 2006). He completed Harvard Business School’s Making Corporate Boards More Effective program in 2021 and IMD’s High Performance Boards program in 2022.
Mr. Asaliyev is a member of the Society for Mining, Metallurgy & Exploration (SME), a global professional organization for mining and metallurgical professionals. He has been a member of the NETTY Academy Award, Azerbaijan’s first professional IT award institution, since 2005.
